Latency ram question

Is there something I am missing that is making my ram latency so high ?

It says: "Performing as expected".
The graph below seems to be some kind of probability distribution.

So most RAM modules will be around 100 %, but some will be not as perfect around 70 %.

The production quality seems to vary, but since it says: "Performing as expected", it's still inside the tolerance.

But I'm not an expert.
