It might be fine, but it would be close. the 12900k draws somewhere around 230w of power, the 3070Ti draws about 300w under full load (depending on the specific model), so that leaves about 100w for everything else in the system. That's probably fine, especially if you undervolt, but if you're spending $600 on a 12900k you can afford to spend an extra $120 on a 750-850w PSU instead.

That said, do you really need to upgrade to the 12900k? 3070Ti, I understand, but for a gaming scenario a 12900k won't perform that much better than a 5600X. It'll perform better, yes, but not $800 better. If you do production, a Ryzen 9 will perform very strongly compared to 12th gen while costing a bit less since you don't have to buy a new motherboard with overall lower power draw. This just seem like an upgrade that justifies the price difference.

You don't even need to upgrade your cpu tbh. What game is requiring a 12900K? The 5600X is brand spanking new, and going from amd to intel like that is a... wow. I would just get a 5800X or 5900X, and a beefy cooler.

I would recommend (if you absolutely feel you need to) upgrading the cpu, gpu, and psu. That's it. Don't recommend switching platforms, because that would be a waste of money.

EDIT: WAIT, RUST?! That game can run on a potato. Your 5600X, 5700XT system is MORE THAN ENOUGH for that game. Upgrade your RAM, if you only have 16GB (if you have 32GB, then you're more than good). Upgrade maybe your gpu and psu, whether or not you have the 32gb of RAM. That's all I would recommend.
