When I unscrewed my dvi cable the standoff for the gpu port came with it. Was able to just screw it back in like normal all together and everything seems fine.  Is it necessary for me to get some pliers and unscrew the standoff from the dvi cable and screw it back into the gpu port? Or can I just leave it as is.

You can insert something made of  wood between the standoff and the plastic of the connector to stop the standoff from spinning, then you can rotate the knob on the other side and the hex screw/standoff will come off.

You can slide a flathead screwdriver between the plastic and the standoff and put some pressure on the standoff while you twist the knob on the other side ... and the standoff will come off.
 

It's not a big deal, you can leave it like that... I don't even lock the connectors, usually the friction is good enough the connectors don't pop out so there's no need to lock the cable to the video card connector.

It actually does help provide some rigidity to the port and prevent stressing the PCB when plugging and unplugging cords. That would be the only reason I would suggest actually reattaching that to the card correctly.
