CPU and DRAM white light

Hi, so I’m testing some computer parts at the moment, and I’m having a boot issue. I’m testing a msi z390 a-pro with the i5-8400t. Everything is plug light up. But it won’t boot to bios. Nothing pop up on the screen, but I did notice the cpu and dram led light come on. It keep flashing a white light back and forth between the cpu and dram. What can I do to fix this problem? Anyone experience this issue before?
