Will a motherboard light up if its dead??

My computer recently stopped turning on but my psu ram and cpu still work. When i click the on button non of the fans spin but the motherboard lights up with a green light and i dont know what that means

The cpu ram psu ssd everything works but when i turn my computer on nothing happens just the motherboard light lights up the motherboard is a msa7bl m/usb3

how do you know it all works? what have you done to test? no offense, but this is literally no info, nothing i can contribute.
