This may be years away, and by then prices, and availability will have almost certainly changed, so asking now is pointless.

That list has all the basics covered, but there are a few things I need here before giving advice. First, what city do you live in? You may be close to a Microcenter where you can get parts much cheaper than amazon. Also, you don't need 32gb of RAM unless you do mathematical modelling, huge software builds, etc. (speaking from experience)

RAM size doesn't actually impact FPS as long as you haven enough to run what you want to run. RAM speed does make a bit of difference, but all ddr4 and ddr5 is much faster these days than ddr3. 16GB DDR4-3200 is plenty for gaming, 3600 is helpful if you have Ryzen, Intel 9th gen doesn't utilize high memory speeds. Also, you're about an hour and a half away from a Microcenter (Mayfield Heights). I got my RTX 3080 there in October and didn't overpay. If you can take a day off of work to go on a weekday you actually have a shot. As for a cheap CPU, the Ryzen 5 3600, Ryzen 7 3700X, and Ryzen 5 5600G are great budget options. That CPU you picked, the 9600k, is good but a little overpriced. I bought one of those for about that much a whole year ago, now you could do better. If you went AMD CPU you would also get PCIe 4.0 for SSDs and GPUs as long as you have a B550 or X570 mobo. The 970 evo plus is a good SSD, I have one, but if you have PCIe 4.0 you could do even better. Lastly, I wouldn't get that Arctic silver paste, it is conductive and one small spill would murder your mobo and CPU. Get Thermal Grizzly Kryonaut, it works miracles when it comes to cooling and is not conductive so you don't have to worry about using too much and it oozing or spilling a little.
