I can find that exact card when I look up for (GTX950-DC2-2GD5-SI) but what is interesting here is, it has two PCB variants and two cooler variants. The ones with this cooler and VGA output seem to be China/Asia only. Try powering it on and check with GPUZ.

I found that exact card on ALIExpress... stating it's an ASUS...

 

On ASUS homepage you can see they made some GTX 950s ...

That's either a way-too-complicated fake or a weird as hell real card. See below:

 

Points for fake:

  • I can't find that cooler design (the graphics) for any ASUS GTX 950. I can only find it on sketchy Asian sites like aliexpress
  • I wasn't aware of any 900-series cards that used a VGA port. Also, as far as I know, all GTX 900-series cards had a DisplayPort out
  • The PCB does not match the Strix GTX 950 PCB design. Like, it's not even close.
  • A nearly-identical cooler design is used on a "GTX 1060", also found only on sketchy Asian reseller sites

Points for real:

  • The PCB also doesn't match any of the usual suspects for fakes (GTS 450, GTX 460, GTX 550, GTX 550 Ti)
  • It would be incredibly unusual for a scam seller to go to that much trouble in designing a shroud so detailed
  • As mentioned by @Levent, there are usually some weirdo variants of cards produced for the Asian internet cafe market, like the RX 480D, and not sold outside of that niche

I'd go with Levent again and suggest hooking it up to your PC and trying a few things:

  • Instead of installing drivers off a CD, install the GTX 950 drivers direct from NVIDIA. If they don't install correctly, strong change it's a fake
  • Check GPU-Z and see if it's recognized as a fake
  • Run a Firestrike benchmark, then compare the score to known GTX 950 benchmark scores. If it's way low, you have a fake

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

on techpowerup https://www.techpowerup.com/gpu-specs/geforce-gtx-950.c2747 cant find anything on any gtx 950 that looks like that and all of them have displayport so it might be fake but check gpu-z
