Easy solution is to set a download limit in Steam/etc to prevent one computer from using up all 250mbps when downloading and causing the rest of the network to slow down. Your router might also be able to set limits on each computer to prevent one person hogging all the bandwidth.

What else did you expect to happen? Its not a per device connected speed. its a total bandwidth. Only way to stop this is to setup a download limit within the client you're using to download, get a 2nd internet connection for you alone, or Download them during downtime like overnight while sleeping and no one is using the internet.
