Different settings, different updates, different resolutions. Unless you perfectly match their settings and then see their exact pathing, it can make a big difference. You can have  big FPS swings on big maps on a BR type game

So I have a 3080 TI xc3 ultra with a ryzen 7 5800x and 32 gig Oloy blade ram at 3600 mhz and I struggle to hit 150 fps on pubg with mixed settings at 1080 p. I have seen numerous videos of 2080tis hitting 200 average frames . So does anyone have any ideas.

Don't compare with other people... simple.

There are a myriad of reasons (hardware AND software running) that can throw one set of results off another with similar hardware...  which is why you dont compare.

Match your hardware to your goals..

iE Monitor Refresh?

Your preferred Minfps at all times.. game settings you prefer... your hardware metrics and how YOU USE them are more important than someone else's.

Do you hit your Monitors refresh is the better question?

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

So my refresh rate is 280 Hertz overclocked and my minimum's drop for that game into the 90s sometimes. Overall I'm not happy with how it's running I know it can do better. For Christ's sake it's a 3080 TI with 3070s and 2080s of performing it. And I understand what you're saying but these people are testing with all ultra settings I have a myriad of other settings I don't use all ultra but the one constant has been our render scale which is always been 100.
