Really anything but the intel stock cooler will help. You don't necessarily need water cooling, theres a bunch of decent air coolers too that will do the job well for less money

Honestly, it could be a plethora of different things. But yes, I would put the stock cooler at the top of my list

That's plenty of cooling for an i7 9700. It should easily keep it cool.

Have you made sure that your case can fit a 240mm radiator?

Depending on how your fans are connected, there are a number of ways to control your speed/curve. If there's an external controller you just use that. If the fans are connected directly to your MoBo, then you'll use software (AI Suite, Polychrome, etc.), depending on your board, or you can use third party apps like HW Monitor or Speedfan. Some apps are better than others.

It says on the product page that it uses 4-pin PWM fans. Those are the fans that let you control the speed with the motherboard. There should be fan settings in your motherboard BIOS to let you control 4-pin fans. You cannot control 3-pin fans.

Your English is fine. I know the struggle - I speak French as a second language.

Yes. You might be able to do that with the Intel stock cooler, too. Some versions of the stock cooler have a 4-pin header.

I personally use Asus' built in AI suite for their motherboards. I'm not a fan of Asrock's Polychrome. Speedfan is pretty universal, in my opinion. I'd use that if you're not using an Asus board.

4.7GHz is the max single core boost. When only one core is being used, it will go to 4.7GHz. When more cores are being used, the boost is a bit lower.

When under a single core load, it is 4.7GHz. Most games use more than one core, so it will be a bit lower. 4.5GHz is normal.
