Gen 4 nvme adapter on gen 3 x8 pcie slot

Doing the simple math, if gen4 speed id double the gen 3 speed, and nvme SSDs use 4x slots, shouldn't it be possible to have an expansion card that adapts 4 gen 4 lanes in to 8 gen 3 lanes?

I'm thinking about upgrading to a second hand cpu and there are some good prices on some i7 10700k but I don't want to be cut out of features too soon, planning to keep the cpu for at least 5 years. Maybe things like direct storage for games will make use of gen 4 SSDs for example and if it is just about storage speed this could allow better performance.

10th gen dosen't support PCI-e 4.0

So you want to turn gen 3 into 4?
