No, they will almost certainly require the GPU back first, they will assess it based on your claims and then send a replacement if it meets their requirements. 

 

Sending you a GPU first would be very open to abuse. I've never come across an RMA or return process that functions that way, at least not for a higher priced item like a GPU.

Sometimes they let you keep it if they can see its bad, like if the gpu has been blown open in the pcb, but its rare, i think ive seen it once, someone had like all the vrms blown into bits and theyre were popped componets all over, with almost a hole in the pcb

Some manufacturers offer cross shipping (EVGA is the big one that comes to mind), but most don't and you'll have to send your GPU back. Even if it does, you'd still have to put a deposit to make sure you don't just send them a brick and flip the new card.
