Old D: Drive won't format!

My friend was having problems with his PC restarting randomly (blue screen), so I decided to just format the whole thing. For some reason, his Windows drive/partition (D:) won't format/delete. I've tried formatting it through Windows 10 and 11 USB media, through a DiskGenius Boot USB, and even plugging it into my PC to format through Disk Management. Every single time, it looks like it should be formatted but it still has data, even after a restart. 

 

My friend says his problems started after downloading Ubisoft game software. WHAT is the problem? I just want to WIPE everything!!

Sounds like the drive just died and went into read-only mode.

Just tried it...I get the error "cat: can't open ' /proc/cmdline' : No such file or directory." It's only a $30 drive, so I may have him buy a new one. Such a pain!
