Budget (including currency): 150,000 lkr

Country: Sri Lanka

Games, programs, or workloads that it will be used for: for school work and office work

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Dont want a Pentium or something like that preferably ryzen 5 or intel i5. Have peripherals already and here is something I came up with

It looked like you were a bit under budget, if google was accurate.

Here's a build around $510 USD: https://pcpartpicker.com/list/z8svLP

Kept the i5 and switched the case and memory, and added a cooler. The rest can go towards a GPU if you don't have one already.

You don't need a Core i5 for school work or office work. A Core i3 or even a Celeron would do just fine.  I gave you a 1 TB SSD, which would make a much bigger difference than a better CPU for the type of workload you're doing. You can probably keep the stock cooler on the CPU, because of your workload. I'd only expect burst CPU usage when the I/O bus is being used and a stock fan can handle that just fine. Your workload is largely I/O bound, so having an SSD is probably a nice upgrade.

Here's the build:

A quad-core i3 should offer more than enough performance for the described work. Any savings on the cpu can be invested in an NVMe drive which will significantly raise the performance level of the system.

Modern desktop systems are designed to work most efficiently with two (or four) sticks of memory operating in dual channel mode.

Whatever case you get make sure it has at least 2 fans, one in, one  out. Ideally it will have a mesh front or venting that offers good airflow into the case. I prefer cases without an open top unless an AIO will be installed in the top.

Locked Coment Lake cpu are fine with memory as slow as ddr4-2666. The only reason to get something faster is because it is less expensive.
