i installed windows 11 but my pc restarts 3 times in a boot loop before going to the OS need help fixing please

Whats the specs? Do you run XMP ram or anything above stock speeds, aka OC? If yes try resetting to defaults in BIOS.

Asus Dual GTX 1060 3GB. Used maximum 4 months total. Looks like new. Card never opened. Give me a price.

Typical of memory related BIOS settings.
