Load startup apps without having to login first

Recently I put a password for my laptop just for safety (I didnt at the first place is because I got it in the midst of lockdown, so no one other than me touches it), and it seems that it won't load my startup apps unless I log in, so is it possible to make Windows load everything even before logging in?

Your startup apps are probably in your specified user folder, you need to move them to general (common) startup apps:

 

C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp

 

Instead of:

 

C:\Users\[User Name]\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
