Windows starting problem

So every time I start my windows 10 PC I get this wierd blue screen ( it is not the blue screen of death) and it prompts me to choose between two options named windows 10 and also windows 10 but the problem is at that point I am unable to use my mouse and keyboard to choose either and when the timer finishes it just restarts and shows me the same thing (image included). What do I do at this point?

Looks like you have more than one install of win10 on there.  Multiple hard drives? Seems not as both are on “volume 2” which strikes me as bad.  What I would likely do in such a situation (which by no means says it is the best possible solution) is to boot off something else entirely.  I would go to bios by spamming whatever key does that on your particular motherboard (often it’s delete) and making sure that the system is set to try booting off external USB first (usually is) then booting off the windows install USB and removing both instances (one might be partial.  Something is up if the mouse isn’t moving).  Then put back only one. It is also possible that there is something up with the peripherals themselves though which is below windows level.  If it’s a USB problem the keyboard won’t work either, if it’s specifically a mouse problem the keyboard will work but the mouse may have problems (battery on a wireless one?) 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
