Gpu 75c at 100% fan speed

John...

My rx 580 is reaching 75-78c at 100% fan speed, Is that normal?

Depends on the card. Generally speaking most RX580s run cooler than that (like 60 to 70C) but 75C is perfectly acceptable, though it may be worth considering cleaning and maybe possible a repaste in the next year or so. Because while it's not essential for longevity reasons, it's ideal to try to keep things as low as possible or under 83. 86 is where you start seriously looking for ways to cool it down.

What case do you have and how many fans? Does taking off the side panel help?

 

Thermal paste could be dried, try replacing that if you know how to. 

 

Also you can try undervolting, should help a bit.

Remember, the fans are spinning 100% with these temps.

Sure, and I have a 1050 that from the factory could hit 86C when new. For the OP even at 100% fans the temps are well within spec. while it would be worth cleaning if possible OP still has headroom before losing major amounts of performance, at the moment it's not a big deal.
