Hmm 

open CMD as admin (search start menu for cmd and choose run as administrator).

 

Run command

wsreset.exe

 

See if it helped.

Ok, you can try to make a new user account (local) then log in with your normal account on that and see if that helps.

thank i try that but didnt work, i also try just loggin of my account in windows store and loggin again but still not work

hey i did this https://answers.microsoft.com/en-us/xbox/forum/all/error-0x80246019-preventing-me-to-install-anything/f778e36a-8d1c-41d5-bc4c-c069c5c4d2d5 and it fix it, thanks for the recomendations
