What you're doing is what you have to do, but that's not normal for the CPU fan to do that. Something is either wrong with the OS or wrong with the BIOS. Try disabling fast startup both in Windows and in BIOS and see if that fixes it, and if that doesn't, maybe try a BIOS update.

This is not normal. Not, if it continues for more than 30s. High speed fans take some time to spin down. But if it just keeps going, you either don't actually shutdown. Or you have setting that keeps it powered when OS is shut down.

So please give some more details. Is this custom built? Pre-built? Laptop? What OS? Describe the issue bit more.

That doesn't tell anything. Download Speccy and post screenshot of that. Though I can see from the upper picture that you have pre-built. Can you describe the issue more? Like when you select "shutdown" from OS, how long will fan keep spinning? If it's minutes, first thing is to make sure you are actually shutting it down. In some versions of Windows, it just goes to sleep and fans keep spinning. Also make sure it really is CPU fan and not HDD.
