I'm making a parts list for my friends who's on a tight budget  around $500 excluding a GPU. (another friend is giving him one)

Games, programs or workloads that it will be used for: Minecraft, rocket league, CSGO, indie games

He doesn't need any peripherals, he plans to buy within the next month, he'll be playing at 1080p 144hz. 

 

Edit: he also needs wifi connectivity but he can just get an add in card

Far better board

Better psu (it's overkill but like 1$ more and far higher end I don't know what card you are getting so I just went with it)

Better storage option

Better case

Same ram

Cpu is worse as I couldn't fit it in budget without making some other big compromises but for the games specified here it won't make a difference.

Threw the case out the window so if you want a case then just find some old scrap case for 3$ or even free if you are lucky and stick the damn pc in it (if sidepanel has garbage ventilation then ditch the sidepanel or be like me and make a mesh sidepanel)
