depending i would suggest:

Genymotion homepage , its free but requires registration

this not only emulates "android" but the entire phone of your choice : (or a custom one if its not int the preconfigured list) 

Google Play Services For Genymotion | Claruswayas a developer for android this is prolly the way to go

anboxwaydroid  seems to be the other end of the spectrum.

but last but not least , you can also just run android on the pc,  (or in a vm fully transparant to the gui if you want) ,

It's a laptop with a 2 core celeron, so sadly, no..
