Heating issue with my EVGA GTX 1660 Super Black

Hey everyone! I'm near the end of my rope with this one, the issue is that a little while after set up (say a few min) the gpu fan will start spinning at max, and then the display will cut. Display feed is totally fine up until that point.

 

I've already read how that's a heating issue, and changed my thermal paste on the gpu with some better quality paste, however this issue persists. I'm guessing it might be the thermal pads at this point, but I was wondering if anyone here has some advice.

 

I should also add that temps are decent at time of shut down, 36~40 degrees.

You're using paste and pads? I always thought it was one or the other.
