EFI USB device has been blocked by current security policy error

RTX 3071

I was trying to install Windows 7 on my cousin's laptop, it's a HP B50. It's really old so I wanted to install Windows 7 because it can't run Windows 10 properly. I flashed a Windows 7 image to USB and I'm trying to get it to boot. However I'm getting this error and here's what I tried:

 

Loading BIOS optimized defaults

Setting a supervisor password

Setting BIOS mode to Legacy compatible and setting prefered BIOS mode to Legacy

 

It's now booting but... it's like this when it boots from USB:

I don't know what this is. It exists when I press Esc. How can I fix these and get Windows 7 installed on this laptop?
