Does Ryzen 5 3600 Support PCIe 3.0?

Of course it does. All PCIe standards are backwards compatible. 

Almost done with my first PC build. I plan to buy a PCIe 3.0 GPU and a mobo which only supports PCIe 3.0. I know that the Ryzen 5 3600 supports PCIe 4.0, but does it support 3.0?

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.
