Right, but does clicking the "X" just close that window, or does it stop the window from returning?  Go into the options for Windows Speech Recon and check to see if there is the option to open with Windows startup is checked.  Another option is to check the taskmanager and make sure that if the Speech thing is there, that it is set to "DISABLE".

Press Win + Ctrl + S to disable the speech recognition feature or turn it off in the Ease of Access settings in the Windows 10 Settings app.
