Using single 2x8 pins PSU cable

Is it probably fine? Yeah, though it depends on the PSU you're using (Seasonic tends to use slightly thinner cables that aren't quite as heat-resistant with higher power draws)

 

Is it recommended? No. If you can run cables individually, do it. There are cases of people getting better overclocks by doing that, and overall it's just a better idea to run multiple cables.

The RTX 3070 is a ~220W card.

I would play it safe, and use two separate PCI-E cables.
