My GPU doesn't go below 800 MHz.

2-)There is no problem to fix here. You got three monitors and one is running at 165hz, you should expect your GPU run at higher clocks as your minimum load is significantly higher than what a single 1080p 60hz display can result in.

I have 3 monitors, a 1080p 165 Hz, a 1080p 60 Hz and a 1024x600 60 Hz screen I use as a sensor panel. I always have MSI Afterburner open on it. I've noticed that my GPU (A cheaper GTX 1060 model) never goes below 800 MHz. It's usually sitting at around 860 MHz, and 38 degrees C, It's summer right now so temps are higher, but it seems odd to be idling at 38C even in the summer. (I have a high airflow case) I'm pretty sure I used to see the clock dip as low as ~120 MHz when I had only afterburner open. I believe the clock stopped going below 800 MHz when I got the sensor panel. Even if I have nothing but afterburner open it's still clocking at ~860 MHz.

1. Is this bad? Will it affect the lifespan of my GPU?

2. Is there a fix?

If its idling at a low temp then theres prob nothing to worry about here, maybe slightly increased power consumption on idle but its already at a low clockspeed so the power consumption wont be much anyways

Sounds about right for 3 displays, however just to make sure you didn't change the power profile in the Nvidia Control Panel, did you?

ya i would say unplug 2 monitors and it should drop a bit , sounds normal to me , i usly have 2 monitors and one tv  on my gpu and it doesnt drop to its lowest unless i only run 1

2) There is a fix, it's called "Multi Display Power Saver", too bad this feature isn't built into NVidia drivers and you need to install some 3rd party software.
