USB BIOS Flashback is a feature that allows users to flash BIOS into supported motherboards even without CPU or RAM.

You should be able to use them as regular USB ports; just avoid touching the Flashback button, and avoid plugging in any USB devices during boot.

So, there is a USB port on my new PC that is labelled 'BIOS USB 3.0'. What is it used for? Can I only use it in BIOS?

You can plug in what you want. It's just the only port supporting BIOS flashback. Other than that it's a normal USB port.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

So I can't leave a USB device plugged in during boot?

You can. But there should be a flashback button and if you press it, the system will try to install a BIOS version from that USB device.
