Fan control problems

I have no clue... But I can't replace my AF140's I just got them ! :( I don't know if they're faulty or what but I can hear them humming away on my desk when I sit down :( :(

They are pretty loud fans and with the radiator it will get louder. You can try the fan controller, but I don't know if it will make a difference. Also, I think some fans actually make noise when its at low voltage, though it might not be the AF140s.

I just purchased a Sycthe kq01-bk to quieten down my four AF140's in my Corsair 350D. It did it's job real good and when the PC was under my desk I couldn't hear a thing... But the problem is that my PC sits ON my desk... I could just about hear the fans spinning and knowing myself I would never accept the fact I could have swapped it for another with NO sound at all. And another reason why I'm switching is because this fan controller ranges from 5.6V-12V ( 40% - 100% ) and I need a bit more headroom since I had them all the way down :/ So I found this Lian-Li fan controller that fits into my 3,5" bay just like this one and ranges from 3,7V-12V (20%-100%) giving me the desired level of fan speed and noise. 

Will this solve my problem with noise ??
