Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): i have a intel i5 2.9 ghz for CPU. i have a GTX 1650 super GPU. big case i don't know my motherboard type but i do know the CPU socket is a LGA1151 here is my computer name

i want to get a mother board and a CPU but i have never done a computer before so i have no clue where to start also the motherboard need to fit the 1650 super
 
if you think it might be better to upgrade something other than the CPU and motherboard please say :)
and if i am missing something please say as well

High wattage doesn't mean it's of good quality, keep that in mind when you go to use it in the future.

So your system is fairly competent as is, I don't really think you need much of an upgrade.

Slowness may come from a hard drive if you don't have your operating system or games on an SSD.
