Does Newspaper hold Static?

No, especially with light GSM recycled paper types. They releases lint EVERYWHERE and lints are just a static discharge waiting to happen.

I am trying to pack my PC to take to college, and I would like some sort of material to put inside of my computer to keep stuff like my cooler and ram from possibly moving around. I took out my graphics card but that is not an option for the CPU cooler and ram. Is it safe for my components to stuff the case full of newspaper?

Edit: The computer will be with me in my car, in the box that the case came in with the original packing materials around the case.

Are there any materials that could be easily found/bought at a store that you would recommend? (I know packing foam can be good but I don't think I can buy it from a local store and don't have the option to wait for it to ship)

Well what do you got? A good one would be to use layered cardboard boxes (like those on motherboard) as sort of support for the cooler to avoid it turning to a massive lever. another good ones are packaging air bags and bubble wraps too. Or, you can get a tub of thermal paste and dismount the air cooler for really a peace of mind. But if you have AIO, you dont need to.

It really depends on the cooler as to if this is really necessary to begin with.

If its a heavy air cooler, keeping the PC laid down is probably enough so its not pulling on the motherboard.

I'd only really worry about packing a PC if its going through the postal service where you can't be sure its being treated carefully or kept the right way up to avoid excess stress.  Although removing the GPU was a smart move as its the least anchored part.

I am moving soon and this is how I will be transporting my rig, I am only going a couple of hours though so I may not even remove the GPU. Although I am putting it in the box that the case came in so that I can stack it without breaking the glass.

Couple of things.

First, static is very overreacted here. Static is issue only when in direct contact with the more delicate parts of PC. These being sockets, ports and any bare PCB part. In other words, when fully assembled, you don't gonna kill your PC with just static, even less when its powered off and you can discharge any static very easily from case before powering on.

Secondly, yes, paper does carry surface static. Which is why electronics are packed with special plastic and foam usually.

Thirdly, if you are thinking of packing stuff, wrap them in anti-static bags they come in (you can also buy these) and bubble wrap when possible. Then those you can wrap with paper or other soft materials. I use old clothes and other fabrics.
