I pretty much want a cpu that will allow me to get the most out of my gpu without bottlenecking while not getting something that would completely overkill it., Thanks in advanced

So you want to upgrade your cpu? There is nothing wrong with the 10700KF. There won't be any bottlenecking with a 2060 Super. I'm just a bit confused on what your actually asking

Yeh sorry so i want to upgrade everything on my build current build and plan on just keeping the gpu, i was recommended that build thats on the link but idk if its overkill or not. I also wanted to know if theres anything that can be improved from the stuff in the link, maybe some components are overpriced or not that good

Firstly, whats your current specs apart from the gpu? If it's not good enough then I would recommend a 5600x

You'd notice comparable performance in games between the two. Whether or not one would be better than the other for your engineering work would depend on the specific software that you will be using. Some software scales better with core count. Some software favors Intel over AMD (or vice versa).
