So my cpu temp running idle sits at about 67-74c constant doesnt go down and when I play a game depending on the game lets say rust it will go up to 90c+ fortnite also runs at about 85c+ constant and the temps never seem to go down, I have 1 exhaust case fan and the cpu fan. Not sure if the cpu fan is the issue or if i need new fans completely any help would be amazing as i dont have much knowledge on pcs

I have a Ryzen 5 2600x and a RTX 2070 8GB

Did you have mounted the cooler properly?

Sometimes it happens, when you don't mount one screw properly...

did you recently update your video drivers to 471.41 or newer? There is a process in there called NVLARA or something like that that is causing massive CPU usage and temps. If you have this process, I would kill it and then go into your add/remove programs and uninstall the Nvidia Framework SDK which will prevent this process from starting again. This is causing 10-15c increases in system idle temps across the board, doesnt matter what CPU you have.
