I have a old 650w Inter-tech PSU in my system, in HWiNFO it shows that the voltages are (min, max) image.png.d392c0af6e79dc59d885c14a4bade483.png on the 12v rail. Are these voltages still ok? They are within the ATX spec. I currently have a Ryzen 3 1200 and a GTX 970 connected to it, the case has 4 fans.

ATX spec says +/- 5% for +12V, so 11.4V - 12.6V.
Technically you are within spec, just barely... but if I were you, I'd definitely replace the PSU.

Yeah, I already started looking into new PSUs, but it might be a while until I get one

Just don't leave your PC running while you are not in the room, not joking... those Inter-Tech are cheapest pieces of trash that should be classified as fire hazards.
I'd replace that PSU even it had a constant +12V. You can get a decent ~700W (real) PSU for ~80$, IMHO it is just not worth risking other components, or worse your room over it heh.

Then I am surprised it has been running this hardware for that long. It was running the same gpu with a athlon x4 860k in like 2016... and still works decently

It is a EPS-650W The manual says that it has 4 12v rails, each being 18A

Fake rails. Everything is connected together inside.

Eh, you came here with a question. Bad voltage! It's normal for that PSU; bad voltage regulation, high ripple and low efficiency

where did you get these numbers?

Edit: hmmm... usually the voltage readings from the motherboard or graphics card are soooo wrong, better check them first with a digital multimeter from now in the future... and about inter-tech PSUs... better replace that PSU if I can call that a PSU

My multimeter isnt that good, it needs a new set of wires for these types of uses.
