Help Deleting Files

Based on a quick internet search for the error code / message, this appears to be caused by OneDrive handling file sync'ing poorly. If that Rockstar Games folder is stored in your Documents folder and you've told OneDrive to automagically backup your Documents, Pictures, and Desktop folders, completely exit the OneDrive or turn off the backup feature, then try to delete the files again.

Yup that worked! Thanks so much! Maybe we should go work for rockstar, we figured it out in 10 minutes and they couldn't help after 2 hours lol -_- Now I gotta wait another 2 days to download it again because that idiot told me to do a clean install of the game, when it wasn't the game that was the issue, it was the launcher. Sorry for the rant, I'm pissed lol.

You'd think someone at rockstar would know how to use google to look up error codes. 
Heck, just the fact that it clearly says "the cloud file provider is not running" point toward this being a cloud service issue, chiefly OneDrive for windows users.
