minecraft on a rx 6800m

Deep in the setting of the Radeon software there is a v sync setting that limits your games. 

My minecraft is only running at 60fps on my r9 5900hx and my rx6800m and i can't figure out why it is preforming so bad, my laptop has a 300hz screen, so its not looked to the refresh rate, i added the javaw.exe to the graphics settings and that didn't help. can someone please help

its not on, the problem is that this laptop is so new and no one has it that I have no clue how to to stuff and neither do other people

yes i have made sure of that. the old radeon software use to let you select the gpu you wanted to use, now you can't.

Hey, I'm on the same hardware sides of my screen is 165 frequency. 
 Spent more than 3 hours now. I can't get above 40 FPS on minecraft v 1.12.1
V-sync is off, everything is off in the graphic settings, the game is def. using the right card but it's constantly on 70% load of GPU. 
 I'm trying to do RLCraft with Optifine
12 GB of RAM allocated. 
 The CPU usage gets as high as 30%,  RAM 9 GB, GPU 70% but averages on 50-60.

I'm not sure what to do tbh. 

The RLCraft is running 1.12.1 JE

I tried a un-moded 1.18.1 JE and I got about 100 FPS

Any tips? 
Maybe there's a way I can make the 1.12.1 JE minecraft to use newer version of Java if that's the reason?
