There are tons of threads just on these forums. The way to get dust off, canned air or other pressurized way to get air in the case. Depending on how dusty the room is (really, cleaning the room is usually enough), you might not need to clean the PC apart from dust filters more often that 2-4 times a year.

 

Dust issues, like many other such things, are highly overreacted.

Dust accumulation will happen. No way around it. Just clean it every month or 2 of dust as you can.

You can help to mitigate the amount of dust accumulation by ensuring you have neutral or slightly positive air pressure in your case (equal or slightly more intake than exhaust). Negative pressure (more exhaust than intake) has the tendency to actually suck dust into the case.

 

A room air purifier can help as well. My office is unfortunately shared with my cats' litter box, and adding an air purifier helped tremendously to cut down on the amount of dust in the air, and thus what ends up in my case.

 

That aside, dust is an inevitability, so you should just maintain a regular schedule of blowing out your case and components. I'd start monthly, and then you can adjust from there based on how dusty or not it is. I'd also recommend investing in a battery powered blower, instead of relying on rather expensive and not particularly environmentally-friendly canned air.
