can someone help me. my screen looks like its about to cut in half

idk what is happening but everytime i scroll my screen looks like about to cut in half and wan i try play game its starts to lag.. here a video of the problem.. can someone please help me

That is called Screen tearing. It happens when the display is not in sync with the content. How much Hz is your Monitor?

i have same issue on new reddit dos't happen elseware.  i checked it up to a css issue.
