With 2 xeon x5650 cpus and a radeon r7 370, what would be the bottleneck?

Depends on the workload. Or, it could be something entirely different that ends up being a bottleneck, like RAM bandwidth, for example. You can't just point at a system and say some component is a bottleneck.

My R9 370 Bottlenecks my i9 10850K when playing 99% of Games.

Minesweeper,....Bottlenecks my R9 370 capabilities.
My Gaming PC..... Bottlenecks Windows10 when it's turned off.

As always.. the answer is it varies, because the question is too open ended and generic.

 

What games do you play?

Outside of CPU/GPU, What individual specs/parts is your system made up from..?

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
