I'm having a hard time grasping how it works but all in all will I be able to run graphic design and video editing programs a little smoother until I'm able to purchase more RAM?
I'm haven't looked in to pc building or how they work much but for now all I need is a yes or no answer

All in all it should run better. The graphic design side definitely will but the video editing side probably not as much as that is more CPU and RAM bound.

I currently have an RTX 3060 12GB GPU ,if I were to put it in my pc replacing a 2GB VRAM GPU act as if I have more ram in general or is VRAM completely different from RAM?

ya...its more and faster ram then the 2gb gpu....

I have dyslexia plz be kind to me. dont like my post dont read it or respond thx

Pretty sure a RTX3060 is an upgrade over anything with a 2G vram. Having more vram might not be as beneficial as having more processing power. It is still a noticeable upgrade.

Does it act as regular RAM as well though ,as in will I be able to have more programs open

No, VRAM is strictly used for GPU.

no the pc ram is different form the gpu vram. there might be some program that could use the gpu ram as desktop ram but that's out of my expertees

back then in windows xp you could stick a usb stick in and get"more desktop ram" but new os dont do that any more i dont think as they ready have alot of ram any way like 64gb+. windows xp had a max of 4gb ram as far as i can tell or at least with out mods.

A graphics card is a computer on it's own,

It has it's own BIOS,processing unit and RAM (aka VRAM).

RAM won't affect the boost clock of the GPU.

ok so like on running 2 games at the same time it won't make a difference but in photoshop , after effects , premiere pro etc. it will?

It depends on how much RAM and VRAM your system requires to do all that,

Regardless of that 12GB of VRAM is a lot.

But you may run out of RAM in the process.

I'm having a hard time grasping how it works but all in all will I be able to run graphic design and video editing programs a little smoother until I'm able to purchase more RAM?
I'm haven't looked in to pc building or how they work much but for now all I need is a yes or no answer

For those workloads 32GB of RAM should be enough.
