help me with my pc

hello guys i am building a new pc so, i checked with pc part picker and in the notes it is telling that : The motherboard M.2 slot #1 shares bandwidth with a SATA 6.0 Gb/s port. When the M.2 slot is populated, one SATA 6.0 Gb/s port is disabled. what does this mean. please help me with this guys.

Motherboard tier list. Tier A for overclocking 5950x. Tier B for overclocking 5900x, Tier C for overclocking 5800X. Tier D for overclocking 5600X. Tier F for 4/6 core Cpus at stock. Tier E avoid.

(Also case airflow matter or if you are using Downcraft air cooler)

Gpu tier list. Rtx 3000 and RX 6000 not included since not so many reviews. Tier S for Water cooling. Tier A and B for overcloking. Tier C stock and Tier D avoid.

( You can overclock Tier C just fine, but it can get very loud, that is why it is not recommended for overclocking, same with tier D)

Psu tier List. Tier A for Rtx 3000, Vega and RX 6000. Tier B For anything else. Tier C cheap/IGPU. Tier D and E avoid.

(RTX 3000/ RX 6000 Might run just fine with higher wattage tier B unit, Rtx 3070 runs fine with tier B units)

i live in india and my budget is 50000 rupees which is like 671.25 dollars

and my pc should have an i5, ssd, and a good graphics card

Not gonna happen in this market. i5-10400, motherboard, and SSD would already be around $300. A power supply, case, and RAM would take that figure up to $450-$500. Then you barely have $200 to budget to a GPU. $200 GPUs used to be a thing that existed, but as of right now, they are hard to come by, even in US markets. You can buy a GPU for $200, but it won't be a very good one.
