Games, programs or workloads that it will be used for: Mostly Gaming and Streaming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Upgrading from an Xbox one S. I just wanna be able to play modern day games at high quality. My aim is to get PS5, XBOX series X and better level. I will be doing this in steps eg. Motherboard first then CPU etc.

hard to compete with PS5/XBOX ONE performance with your budget, due to the insane GPU prices at the moment.

My advice: wait for prices to drop, before building a new machine with no old GPU to use.

Understood. I don't mind getting the rest in place so long. Motherboard CPU Ram.

AMD is a good choice for CPU at the moment, Ryzen 5 or higher should do the trick with competing performance to PS5 levels. Gigabyte or more specific AORUS is my choice for mainboards. RAM doesn't really matter, anything over 3000 MHz and 16 GB or more should be perfectly fine for any latest or last gen Ryzen CPU.
