No app associated with device

whenever my friend tries to download something then open it, it says that there is a error and there is no app associated with it. We tried running scan but they wouldnt work because for some weird reason he cant open cmd in administrator does anybody have any ideas on why my friends computer cant any downloaded apps or games from google and if so do you have any solutions.
