Hey my dear friends,
On my Note 10+ charger it's written like on picture I attached.
So I don't understand,please explain me what voltage is used when charging the phone because here I see 3 different values,and dependant on what?
Explain me why are 3 different values shown on charger.
I'd also like to know is this powerbank okay to use as a portable powerbank for Note 10+ and for my tablet Samsung S5e and which ports on powerbank to use for charging devices?

5V is the USB standard.

9V is the Qualcomm Quickcharge 2 and QC3 alternative voltage.

12v is the QC3 QC4 voltage.

19v is the QC4/QC5 and USB PD voltage. 

In order for QC2-3 and PD to work, your charger and your devices getting charged has to have establish connection via handshake, if your devices are incompatible simply they will charge at 5V.

EDIT: QC is quite a bit more diverse than what I portrayed here.

There's several charging standards  or protocols that can be used between a device (your phone) and a charger to negotiate a voltage and current.

 

Voltage x Current = Power ....

 

It's better to have a higher voltage and less current, because with more current, there's more losses in the wires.  You can counter those losses by either using thicker wires, or by reducing the current.

 

The charger will default on 5v and probably 1A, and the phone will start "talking" to the charger and depending on what standards both the device and charger support, they'll settle on a voltage and current.

Your phone will also pick a voltage and current depending on how charged the battery is.  For ex if it's almost empty then it may go to 12v 2-3A, but if the battery is 80% full it may stay at 9v or lower, because there's no need for higher voltage.

 

Like the person above me said, if both know QuickCharge 2.0, then QC 2 will be used. If QC3 is supported, then it will be used, if needed.

If you buy a basic power bank, the ports will be 5v and probably up to 2-3A.  

There are power banks with Quck Charge 2.0 or 3.0 , then the power bank will talk with the phone and agree on higher voltage/current pairs.

Gonna expound on this a little: 19V may be the QC4/QC5 voltage, but USB-PD ranges from 5V to 20V (specifically 5V, 9V, 12V, 15V, 20V), as negotiated be the device-to-be-charged.

But dunno which cable should I use,Samsung genuine one or the one which comes with Powerbank?

Damn,I purchased wrong one.

The seller gave me the version Annsman Powerbank 15.8 where it's written USB Type C 5V max 3A.

I suppose I can not charge my Note 10 plus over type C port with this one,or?

On tihs one that I purchased it's written that over usb type C only 5V-2A compared to the one on previous threads.

I suppose I can not use Ansmann version 15.8 to charge my Note 10 plus over usb type C,because only gives over type C 5V-2A,right?
