You're always going to have a slight bottleneck somewhere, but I would say those two are a pretty good match.

Depends on the if your playing at higher resolutions or not. CPU bottlenecking is usually not a bad problem to have as you'll just be able to use that CPU for a couple extra years before replacing it, unless theres some major upheaval and advancement in the technology.

Yes, 2060 will bottleneck 10900k most if not all of the times. That's good.

1080p with that hardware is not gonna matter. You'll just hit a point where your getting 240+ fps and it doesn't matter. Bottlenecking is only a bad thing when there are parts way out of sync with the rest out your system. Like if you only put 8GB of RAM with the 2060 and 10900k or like a 1050 TI instead of a 2060, some i3 with the 2060. It only a big problem when you have a build with something grossly out of proportion. There are times though when you might need a really powerful GPU (like with mining, rendering, encoding) or really powerful CPU (like with compiling, science, encoding) and that all comes down to the specific application as for example with rendering, some programs require more intensive CPU power while other require a better GPU. It all depends on the purpose of the computer.
