PC won't turn on with GPU in

So, I was watching videos on my PC when the lights went out, after they come back i turned my PC on like normal I was in my desktop and everything was fine. Went to do some food when I came back my PC was off. Tried to turn it on and the motherboard leds and GPU leds turned on and the CPU fan began to almost spin (could see it move but not actualy spin) and the PC wouldn't turn on. Removed the power connectors from the GPU it turns on and says to connect the GPU power.
Without  the GPU it works fine.
GPU: msi gtx 1070 gaming x
CPU: I7 6700k
Motherboard: msi z170a gaming pro carbon

Do you have an APC, or is your computer plugged straight into the wall?

Yeah, so first off, lesson learned: Have an APC between the wall outlet and your computer. 

 

Next, if you can put your 1070 into another computer, or a friends computer to test it, that will rule out if it's toast or not.

Yeah actually i had an APC and an M.2 SSD coming tomorrow (yhea...my luck).
I had my pc in a extension cords, no other home appliance on the extension got bad.
I guess im just a "lucky" man.

And yeah I talked to a friend and tomorrow he will come and pick it up on his way home to see how it is.

But if it isn't the GPU (with the GPU market in the state that it is right now...I really hope it isn't) what can it be?

Might be the PCI-E slot itself, you can try a different slot... But find out tomorrow and see what happens when that GPU is in another computer.

Well, tested just now in another PCI-E slot same thing, without the power pins on the GPU everything works even the GPU fans and LEDs as soon as I turn it back off and plug the power it works for a split second and powers off. Then even without the GPU it won't turn on for a while.

Try putting it in another PC, and that will tell you unequivocally if it's the motherboard or GPU. But it's probably the GPU.
