I heard that there's a VM that can run a second OS with your main OS usually used Windows with Linux or Linux with Windows to use apps that aren't compatible with the main OS. I thought this was literally called "Shadow VM" but I haven't been able to find a downloadable VM by that name. Does anyone know what I'm talking about? Will Blackarch Linux play nice running with Windows Pro (might be windows Pro for workstations)?

I think what you're looking for is a hypervisor. Some OS's are designed to be hypervisors in themselves, some are designed to be an application on your desktop that lets you run a Virtual Machine.

 

Windows 10, & Windows Server 2016/2019/etc most popularly are compatible with Hyper-V & Oracle VM Virtual Box. There's also VMWare for Workstations.

Linux you can popularly use QEMU/KVM a free and open source virtualizer.

 

All can be used with a GUI on the host if desired but other options like ESXi (now called vSphere - IIRC), PROXMOX, and UnRAID all support WebUI's for the sole function of running VM's and/or Containers.

 

You should be able to run (within reason and based on your hardware specs) any OS you like on any other OS.
