So, my mother has just moved, and to save myself some time, and since my raspi is already connected to it, i tried to plug in my old router, (when i say old, i bout this thing like less than a year ago, its a nighthawk ac 1750) but even though all the lights light up on the router and the signal pops up on my phone, it will not give out an ip address, the only thing that has changed are the location and the modem, its now a spectrum provided modem, and we had spectrum before with our old bought modem and the three routers that thing saw over its life time worked just fine. whats the deal here?

Even if there's a conflict between the modem & router (which there shouldn't be also assuming the modem isn't actually a modem/router combo) you should still be receiving an IP address at the least even if you can't reach the Internet.

Did you set the router to AP mode? Did you disable DHCP? Do wired devices receive an IP? Did you try resetting the router?
