Cpu capped at .54 ghz

My cpu is a ryzen 5 3600 sometime before my cpu had been stuck at that speed I had replaced my cpu and my psu I have no idea what the issue is

What are your temperatures like? Are you in high performance power mode?

My temperature is at 38-39 degrees and isn’t hot at all
